What This Graph Tells Us​

This graph shows the percentage of staff turnover each month at Skagit County. The data from each month is reflective of the previous month's employment changes. For example, October's data shows the percentage of staff turnover from September. Our target is to have less than 1% turnover each month, with less than 12% turnover by the end of the year.

Measure Status Legend

  • Green - staff turnover is under our target of 1% per month.
  • Yellow - staff turnover is within 20% over our target of 1% per month.
  • Red - staff turnover is over 20% over our target of 1% per month.

 

Why This Measure Matters​

Overall turnover reflects the County’s success in retaining qualified employees. Monitoring this rate helps identify patterns of disengagement, burnout, or dissatisfaction that threaten workforce stability. A consistently low turnover rate indicates that Skagit County is effectively recruiting the right people, supporting their growth, and maintaining conditions that encourage long-term public service.

What’s the Story?​

The average annual turnover rate for public sector employees typically ranges from 12% to 20%, with many studies citing around 15% as a common benchmark.  2024 annual turnover rate for Skagit County was 13.36%.  YTD 2025 rate trended similarly.
