What This Graph Tells Us
This graph compares the percentage of employee separations that are voluntary (retirement, leaving for another job, etc.) as opposed to involuntary (position elimination, termination for disciplinary reasons, etc.).
Measure Status Legend
- Green - Voluntary turnover rate is 100%
- Yellow - Voluntary turnover rate is between 80% - 99.9%
- Red - Voluntary turnover rate is below 80%
Why This Measure Matters
Skagit County's goal is that 100% of employee separations are voluntary. This measurement demonstrates what percentage of separations are voluntary, cumulative through each year.
Voluntary turnover highlights the extent to which employees choose to stay with—or leave—the County by preference rather than necessity. Tracking it reveals whether the County’s compensation, work culture, and development opportunities are competitive enough to keep engaged employees. Reducing voluntary turnover improves retention, continuity, and institutional knowledge—all key components of a strong, engaged workforce.
